[stringtemplate-interest] 3.2 .Net port by Sam Harwell - license question

Hello all,
 
I noticed that StringTemplate 3.2 .Net port by Sam Harwell is available for download.
 
The libraries are copyrighted (Pixel Mine 2008), the files have version 3.1, not 3.2.
 
Since it is and independent *copyrighted* build available with no source code, no explicitly stated license and no contact information is provided I am wondering if this lib can be used in comercial software.
