[stringtemplate-interest] Mantra handling modifiers

This is just a follow up to my earlier question. You said if there are no 
string template actions for a rule in the walker it does not return a ST by 
default. However, in codegen.g, there are no ST actions for the rule 
modifiers. Yet, the modifiers appear in the java file created. Does this have 
something to do with TokenRewriteStream.
